Speaker bios:

James Chavez, President and CEO:

James has a nearly 30-year career in economic development. He has worked in various executive leadership capacities for economic development organizations in Cobb County and Tift County, Georgia and Clarksville, Tennessee.

Upon joining the South Carolina Power Team in the fall of 2013, James ventured out to personally meet with more than 130 stakeholders within his first 100 days. From these one-on-one conversations emerged the framework for the South Carolina Power Team Strategic Blueprint, which provided resources to make South Carolina’s electric cooperatives an essential partner for growth and development. With James at the helm, backed by a fully supportive board, a Strategic Blueprint was adopted in January 2014. Essential to the overall growth and future of the organization, James is charged with the strategy’s implementation.

Since adopting the Strategic Blueprint, the electric cooperatives have played a key role in the attraction of $15.3 billion in capital investment and 41,981 jobs to South Carolina.

Rebecca Breland, Senior Vice President, Community Preparedness:

Rebecca serves as the Senior Vice President of Community Preparedness. Her primary focus is working with the 19 electric cooperatives and community partners to develop market-ready sites, ensuring sites are competitive throughout the selection process for project decisions in electric cooperative service territory. She provides high-level consulting and product development services to communities, as well as to the organization’s global business development team. Rebecca is also responsible for identifying, developing and marketing sites and buildings within our service area. Additionally, Rebecca has oversight of the organization’s Site Readiness Fund (SRF) and ensures projects are completed within the fund guidelines.

Rebecca, a Registered Professional Engineer, joined the South Carolina Power Team in 2019 as Director of Site Development and served in that role for more than five years. She offers more than 15 years of experience in civil engineering, predominantly working in the field of economic development. Her strong technical background enhances the capabilities of the South Carolina Power Team and offers valuable site development expertise to the electric cooperatives and the communities they serve.
